THE Government's intention to introduce an upfront infrastructure tax on new housing in fringe areas (The Age, 5/1) appears to be backfiring. Instead of negotiating with opposition parties or introducing a tax at the point of development, John Brumby would rather delay it until after the election. It indicates how little the Government understands the impact this will have.
